Step 1
Assigned pathway
Required by the Nursing Council of New Zealand for candidates directed into competence assessment
NCNZ Registration Hub
Some internationally qualified nurses are required by the Nursing Council of New Zealand to complete a test of competence pathway before registration. Current NCNZ guidance says this applies to some registered nurse applicants and all enrolled nurse applicants in the international pathway, and includes the IQN theoretical examination followed by clinical competence assessment.
Use this hub to understand how the official process fits together, then move into our focused preparation guides for NZ IQN theory exam preparation and NZ OSCE preparation. Kiwi Nurse Academy is an independent preparation provider, not the regulator or exam body.
Requirements, fees, and timelines can change. Always confirm your current pathway details directly with NCNZ.

Who this page is for
Internationally qualified nurses seeking NZ registration
Possible assessments
Competence assessment for some RNs and all ENs in the international pathway
Best preparation timing
Start once NCNZ assigns your pathway requirements
Best next move
Many candidates use the waiting period to start IQN theory or OSCE-focused preparation so they are not starting from zero after the NCNZ decision arrives.
Test of Competence Pathway
This is the high-level test of competence flow for nurses who are required to complete this pathway as part of New Zealand registration.

Registration Overview
The goal is not only to submit an application. It is to keep the process organised enough that you can move quickly when NCNZ asks for the next step, whether that means document clarification, the IQN theory exam, the OSCE, or both.
Pathway Steps
The registration process for internationally qualified nurses is not just about forms. NCNZ assesses your background, decides whether extra assessment is needed, and then guides you through the next stage of the pathway.
For nurses without current Australian registration, NCNZ requires document verification and authentication through TruMerit before you apply to Council.
After TruMerit verification is complete, submit your Nursing Council application and make sure names and records are consistent.
NCNZ reviews English language evidence, Welcome to Aotearoa New Zealand course completion, and fitness to practise checks.
If NCNZ requires competence assessment, the current pathway includes the IQN theoretical examination followed by the two-day orientation and preparation course and OSCE.
After all assigned requirements are met, NCNZ can finalise registration and advise the next practising certificate requirements that apply to you.
Application Readiness
Most applicants need to show that their qualification, practice history, identity records, and communication standards meet New Zealand requirements. Keeping your application organised reduces delays and helps you move into the assessment stage faster.
Identity documents that match your application records
Nursing qualification and transcript evidence
Current and recent nursing registration evidence
Evidence of 1,800 hours of post-registration nursing experience
English language evidence if it applies to your pathway
A clear record of employment, clinical experience, and fitness to practise checks
Avoid Delays
Waiting too long to begin exam preparation after submitting your NCNZ application
Assuming every candidate follows the exact same IQN and OSCE sequence
Using scattered study material instead of NZ-focused preparation
Ignoring New Zealand context such as cultural safety, consent, documentation, and escalation standards
Submitting incomplete or inconsistent documents that slow assessment
